West Sumatra’s First Toll Road Begins Free Operation Today

Sumatra, VIVA – The Padang–Sicincin section of the Pekanbaru–Padang toll road, spanning 36 km, officially begins its functional, toll-free operation on Wednesday (May 28).
Adjib Al Hakim, Executive Vice President and Corporate Secretary of Hutama Karya explained that the toll road’s operation without tariff is based on a decree from the Minister of Public Works (PU), No. 519/KPTS/M/2025, dated May 19, 2025, which authorizes the full operation of the toll segment.
He confirmed that the toll road has passed the Functional Feasibility Test, conducted from January 22 to 24, 2025, and has received the Operational Feasibility Certificate (SLFO) from the Ministry of Public Works on April 30, 2025.

"With the successful ULF, issuance of the SLFO, and the ministerial decree, the Padang–Sicincin Toll Road is officially declared safe and ready for public use," Halim said in a statement.
During the toll's trial period, drivers are encouraged to familiarize themselves with the toll system regulations, especially the use of electronic money (UE) cards at toll gates.
"Although the toll is currently free of charge, all users are still required to tap their electronic money card when entering and exiting the toll road. Please ensure your card is active and has sufficient balance," Hakim emphasized.
As the very first toll road in West Sumatra Province, Adjib said the launch of the Padang–Sicincin section marks a historic milestone for regional connectivity and mobility.
This toll road significantly reduces travel time from Padang to Sicincin—from approximately 1.5 hours via the national road to just 30 minutes via the toll.
Prior to this full operation, the segment was opened for trial use during the Christmas and New Year holidays (December 2024–January 2025) and during the 2025 Eid homecoming season (March 23–April 10, 2025), accommodating thousands of vehicles with a record of zero fatalities.
"The toll road’s operation is part of Hutama Karya's commitment to delivering infrastructure that truly benefits the people, especially in West Sumatra," he stated.
